Ongoing Activities

Biological Impacts Analysis and Recommendations (State Lead) – Governance; natural resource protection: science-based recommendations protective of sensitive biota/habitats during sediment management projects will help focus environmental assessments and permitting, thereby streamlining projects. Final draft under review.

California Beach Restoration Strategy (State Lead) - Governance and SMP Implementation: Identify coastal erosion locations along the California coastline currently under consideration for sediment management activities. State-wide list under revision (regional lists under preparation through CRSMPs).

Coastal RSM Plans (CRSMPs) - Governance and SMP Implementation - Four regions are preparing plans to address local issues associated with managing sediment within their region for beneficial reuse and to address coastal erosion:

  • SANDAG- San Diego County (State lead)
  • BEACON- Ventura/Santa Barbara counties; (State Lead)
  • AMBAG- Southern Monterey Bay; (State Lead)
  • LA County- (Federal Lead)

Coastal References Database (State Lead) - Outreach; CSMW was requested to develop a manageable format of studies and reports related to coastal activities. Brief summaries and extensive list of relevant technical, regulatory and process-related references should assist coastal planners and managers in a variety of ways. Searchable database can request references by Coastal RSM Plan region and includes listing of available spatial data layers. Searchable database currently being populated with references collected through Coastal RSM Plan development.

Coastal Sediment Benefits Analysis Tool (Federal Lead) - Outreach and SMP Implementation: A computer-based Decision Support Tool has been developed to estimate benefits and costs for using harbor dredge materials at various locations within the region. Tool to support development of Coastal RSM Plans. Currently in use, SANDAG and BEACON regions, investigating ways to use in AMBAG's region.

Conceptual Plan to Capture/Reuse Coastal Sediments Lost to Submarine Canyons (Federal Lead) - Outreach: investigating feasibility of capturing sand adjacent to Monterey & Mugu submarine canyons heads for beneficial reuse. Under review.

CSMW Website (State Lead) - Primary outreach tool: disseminate information on the various coastal sediment-related programs and projects of CSMW member agencies; provide access to documents, tools and reports developed by CSMW as part of their SMP efforts. Ongoing upgrades.

GIS Database Library (aka CRSMIS) (Federal Lead) - Outreach: the central depository of geo-referenced sediment management data; provides for analyses conducted during SMP development and implementation of priority projects. Ongoing cleanup of existing data layers and augmentation of spatial library through Coastal RSM Plans.

Policies, Procedures and Regulations Recommendations (PPR) (State Lead) - Governance and SMP Implementation: develop recommendations on how best to resolve governance, regulatory, process, and funding problems in order to facilitate effective RSM. Final draft under preparation by CSMW.

Policies, Procedures and Regulations Analysis Report (State Lead) - Governance: Analysis of PPRs for purposes of preparing Beach Restoration Regulatory Guide (done) and PPR Recommendations white Paper (under CSMW review). Final draft under preparation by consultant.

Programmatic Environmental Impact Statement (EIS/EIR) (Federal lead) - Governance: effort to describe the regional impacts and cumulative effects associated with implementing a CRSMP in order to minimize and standardize the environmental assessment efforts required by individual projects. Envisioned for the Sandag region, but not yet developed.

Tijuana Estuary Demonstration Project (State Lead) - RSM Demonstration Project, Improve Governance: Project designed to provide for science-based approach to governance regarding suitability of upland materials for beach nourishment as alternative to 80/20 (coarse/fines) default guidance; provide cost-effective alternatives for wetlands restoration. Environmental review/permitting under way. Project slated for winter, 2008.

Web-based Mapping Tool (IMS) (Federal Lead) - Outreach: Spatial information (GIS) from our References Database can be disseminated through our Web-based Mapping (aka IMS) tool. Users can view GIS data using the website's system, and/or download information to their desktop computer for further analyses. Website available on CSMW homepage, being upgraded.

Workshops (Technical and/or Public) (State lead) - Outreach, Governance: Public workshops are underway as part of CRSMP development; also, technical workshops are envisioned to inform regulators and project proponents how the "Analysis of Impacts and Recommended Mitigation for Critical Species and Habitats" report can be used to focus environmental assessment and permitting.
